Dear Amon:

Your telegram to the President was a masterpiece. I agree with you wholeheartedly that there should be no delay in imposing whatever controls are necessary to bring us victory in Korea and to restore world peace.

As you know by now, the President has now agreed to stand-by controls, and I do not doubt that the wisdom of your July 27 telegram had much to do with his decision.

I personally feel, and I see from your telegram you do also, that we had better have too much, too soon than too little, too late.
